Billie Payne Scholarship Fund

Established 2008

As a tribute to a remarkable woman for her community dedication and service, the friends of Billie Payne established this fund and surprised her with the announcement of its formation at a dinner in her honor. The terms of the fund stipulate that the scholarship award shall be made annually to the Schuylkill County high school senior who meets the following criteria:

  1. Was crowned the Greater Pottsville Winter Carnival Snowflake Princess;
  2. Has maintained a 3.0 or better grade point average through her senior year of high school;
  3. Has demonstrated leadership skills;
  4. Has engaged in meaningful community service, and;
  5. Will attend a post-secondary educational institution in the summer or fall after her high school graduation.

If the Snowflake Princess does not meet all the criteria, the award may be made to a runner-up contestant, using the final standings as order of preference, as the substitute first criteria. The Greater Pottsville Winter Carnival Committee will make the recommendation of the person to receive the award.

This fund provides scholarships to the Schuylkill County high school senior who was crowned the Greater Pottsville Winter Carnival Snowflake Princess.
